New Member of the World Bank Administrative Tribunal
I am pleased to announce the appointment of Ms. Joëlle Adda as a member of the World Bank Administrative Tribunal.
Judge Joëlle Adda is a seasoned jurist with a distinguished career in both international and French judicial systems. She most recently served as a full-time Judge and multiple-term President of the United Nations Dispute Tribunal in New York, where she led efforts to strengthen the Tribunal’s independence, efficiency, and commitment to due process. In France, she held senior judicial roles as President of the Administrative Court of Lille and Presiding Judge at the Administrative Court of Appeal of Paris, where she adjudicated complex public law matters in areas such as asylum, public procurement, civil service law, and government liability.
Beyond the judiciary, Judge Adda has held influential leadership roles in legal and regulatory affairs, including as Legal Director of the Société du Grand Paris and Head of Legal Affairs at ARCEP during key periods of regulatory transformation. She also taught administrative litigation and public international law for over 15 years at several universities, including leading institutions such as Panthéon-Assas, Sciences Po. She also worked in the European Commission's Legal Service and notably practiced at the National Court of Asylum in France, underscoring her deep commitment to justice and public service on both national and international stages.
Ms. Adda was recommended by the Advisory Committee that was composed of Mr. Christopher Stephens, Senior Vice President and World Bank Group General Counsel, as the Advisory Committee's Chair; Mr. Talib Esmail, Chair of the World Bank Staff Association; Meheret T. Wossene, Knowledge Management Officer, IFC; and Dr. Olufemi Elias, President of the OPEC Administrative Tribunal and Judge and Vice-Chair of the Islamic Development Bank Administrative Tribunal. Based on the Committee's recommendation, the nomination was submitted to the Board of Executive Directors for the formal appointment. Ms. Adda's appointment is effective from May 1, 2025.
