Election of Vice-Presidents of the Tribunal

The members of the World Bank Administrative Tribunal have elected Judges Florentino P. Feliciano and Mónica Pinto as Vice-Presidents of the Tribunal.

Judge Feliciano, a national of the Philippines, has been a member of the Tribunal since 2002. He is Senior Counsel at SyCip Salazar Hernandez and Gatmaitan, Manila, Philippines. He is a member of the Curatorium of the Hague Academy of International Law, and a member of the Institut de Droit International. He is a Senior Associate Justice of the Supreme Court of the Philippines (retired); a former Chairman and Member of the Appellate Body of the World Trade Organization (WTO) Geneva, Switzerland; a former President and member of the Administrative Tribunal of the Asian Development Bank, Manila; and a former member of the ICC International Court of Arbitration, Paris.

Judge Pinto, a national of Argentina, is Dean and professor at the University of Buenos Aires Law School, where she teaches international law and international human rights law. She was Director for Human Rights Affairs at the Ministry of Foreign Affairs and Director of Cooperation and International Affairs at the Ministry of Justice and Human Rights, Argentina. She was appointed as an Independent Expert by the Secretary-General of the United Nations to examine the human rights situation in Guatemala (1993-97) and in Chad (2004-05). She has appeared before several human rights bodies and tribunals, and before arbitral tribunals both as an attorney and as an expert. She is currently a Commissioner at the International Commission of Jurists and a member of the Board of Trustees for the Voluntary Fund for Technical Cooperation in Human Rights at the United Nations. She has been visiting professor at Columbia Law School, the University of Paris (I and II), the University of Rouen and The Hague Academy of International Law. She has published extensively in the fields of human rights and international law.
